Teachers taking notes on the students might not be that unusual. They have to grade them, right? (These notes are probably not about that though.)

Yeah, I'm pretty sure teachers were taking notes about me all the time until university, where they were only doing it on exams.

This is not an ordinary university. It is, we must remember, a military academy. In those, students are graded not only for their academic performance but also for mental stability, physical condition, leadership qualities, capacity for working with others etc. If the government is feeling weak, they might also be graded for political reliability. I think my own country uses eight or ten factors in evaluating personnel, each factor being graded from 1-5.

Militaries are really heavy on scientific personnel management practices, and essentially everything you do is something that affects your evaluation, and those evaluations have a big impact on your career.

On the other hand, it need not be sinister: it is both in your own and the army's interest to find you assignments that don't frustrate you by being unsuitable for your qualities. However, it might be a big disappointment for you to find out that you are a person perfectly suited for emptying latrines at a far-flung outpost. (Actually, I've known guys who had exactly such a task. When offered a change of duties, they declined. The work was not burdensome, you get used to the smell, and nobody is riding a herd on you.)

So, it makes sense for the teachers to take notes.
